Thanks... this is in Tomorrowland. I can't say where specifically, but I do know for sure I was going up the speed ramp to the TTA when I shot the picture.

Why, thank you! It's a one of the kiosks in the Asia section of DAK. They were selling these kites in several locations, so I don't remember which one exactly.
