The LED lighting I can believe, since Disney is going to have to overhaul ALL of the lights since the incandescents, esp. on Main St. are going to get very expensive as we get closer to NoMoreEdison Day[nb]Yes I know there is an exception for specialty lighting, but trust me, the manufacturers are going to have to show why, and that will cost money.[/nb]
But considering that TDLBV had to be dragged kicking and screaming to get Star Tours 2.0 and the Fantasyland redo (including Ariel's Undersea Adventure People-eating ride), I can't see them spending any money on other stuff. ; Heck, they did a Stitch stage show, and canned it rather than building a canopy!

DL when it came time to add Buzz Lightyear, they were able to fit it completely within the old Circlevision building which had become the Rocket Rods queue.....and the new Castle walkthrough, gee, didn't need to tear down the castle to build. ; WDW forgot how to do stuff like that, a la POTC, although that was one where they should have built the area properly to begin with.
It's been a while since DL (1994?) played the "build outside the berm" trick (along with 'hey, why do we need to have the ride take them outside the berm? ; we'll just build an elaborate queue so they don't realize that they are walking under the train tracks and outside the berm!'), and have a feeling that once the Fantasyland redo hits people, you'll be seeing a push for MK to add a Toontown on the other side of the tracks like it's older sister.
