This was the night TS Fay was coming so the night was very humid and the clouds were VERY low. It rained off and on the whole time we were there.  I believe this caused the lights to show up much more than usual.

I have noticed the impact of those ground lights on the night sky is greater when the clouds are thick and low. It gives the light something to bounce off of.
