    Part of me says it's on top of the train to Conservation Station.

    It's not on top of the train, but isn't there a railroad flatcar that is loaded that is beside the train?

    would it be near a boat then? Maybe dockside along the Rivers of America?

    We are near a body of water, but not the Rivers of America.
